the cut out section on the left is a water trap, there may be a little water that excapes around the shaft of the pump when its first installed untill the seals expand with heat of the water, i believe it was designed to trap the water untill it evaporates instead of contaminating the timing belt with coolant.
it wont take any effort to turn the pump back to it correct position once the timing belt is installed, but install the pump first and you'll loose a knuckle and swear a lot and most likely abuse the timing belt getting it on.
