fluttering engine and lossing power

hi wondering if anyone can help i have a 02 1.6 16v zaffy which has a fluttering engine when on idle and when moving and looses power when going up hills even small incline ones not sure what can be causing this and feel like its gonna cost a arm and leg to put right ...
